Typically, unless it was sent overnight or 2nd Day Priority Mail by USPS or 2nd Day air by another overnight carrier, it is not unusual for it not to have arrived yet.

You don't indicate how the package was shipped as that would have the most bearing on when you would receive it. If you don't know how it was shipped, ask the sender how it was shipped and if shipped by a carrier other than the USPS (unless you requested and paid for Delivery Confirmation) request the tracking number and you could track the shipment online yourself.

If sent First Class mail should arrive typically within a week and if shipped by Parcel Post could take up to 10 business days (which would equal about two weeks from the time it was shipped). If it was shipped ground by another carrier, it is typically 5 business days from the time it is shipped and more than once have had problems with UPS where it ended gettting misrouted at a halfway point (was able to track it online and see this happening) and go all over the place and take up to a month to receive the package.

Not sure it you purchased from a company or off of E-Bay, but most shippers do ship or at least encourge buyers to pay for Delivery Confirmation and Insurance so there will be proof that they mailed it because once the package is mailed and they have proof of it, they have met their legal obligation. If it gets lost or damaged in the mail, they have to help you with filing claims for insurance through the carrier (most shipping companies other than USPS have $100 of insurance included in their shipping fee. if there is no insurance or insufficient, you could be SOL if the package is lost or damaged in shipping).

It depends where you live and where the package was mailed from and how it was sent. The United States Post Office people are not wizards.
