To empty the recycle bin right click on it and select empty recycling bin. There is no risk involved just as long as there is nothing in the recycling bin that you may need?
There are two options with the recycle bin:
1. you can do as already said above and not empty it, this is good in case you delete something and later on you realise that you need it, you can then restore the file by going into the recycling bin and right clicking on the file and choosing the restore file. However the problem with this option it that theses files can take up space on your hard drive, so if you have limited space you may want to delte the items.
2. You can delete as often and as regulary as you want! I usually empty my recycling bin as soon as i put stuff into it why?Well firstly because having the bin icon full of rubbish annoys me(weird huh?) and secondly cause i know there is nothing in there that i will later need so i free up my hard drive!

There's no risk. The purpose of emptying the recycle bin is to free disk space. Just make sure you won't be needing the files in your bin.

Of course you shouldn't empty a recycle bin if: first, it is already empty (that's a joke); second, if it contains important data which you mistakenly erased. You should empty a recycle bin if it interrupts your computer's performance, let's say the memory space. The risk is, you cannot retrieve the deleted files anymore, unless your computer has another software like Norton GoBack (if I'm not mistaken that's the name) you can use to retrieve them.

Hey, There is no risk at all, if you have sufficient disk space on your hard disk then don't bother to empty, for your reference if you wants to empty your recycle bin then just you have to do is just right click on the recycle bin icon and from the drop down menu you have click empty recycle bin, then it ask you confirmation question " are you sure you want to delete all of the items in the recycle bin ? " then you have to choose yes. that's it.....

Risks, nothing really, if you think "Sh*t, I shouldn't Of Done That"
Do A System Restore, but you shouldn't need to after a Whole Month Of It Being There....
