Because he was a liar and a cheat, a person who did not keep his promises and wanted to get something for nothing. The moral of the story is that you pay a heavy price for criminal behavior, or as the modern expression goes, "you do the crime, you do the time." This doesn't necessarily mean you go to prison. The story is an example of an even worse punishment for deceitful behavior--loss of all the town's children. What could be more horrible than that?

He did not like nor trust the piper because he was an outsider. The only reason he hired him in the first place was because he was desperate, but he felt that since this man was a stranger he could cheat him and get away with it. Unlike in life he was proved wrong.

B/C he is a man, not gender, but human... We are very selfish people and this just displays it in a way that is digestible for children to understand you will pay for greed and self importance.
