it could be the clutch or the compressor. disconnect the power wires from the clutch and see if you can turn it by hand. if so, then connect the power back up and turn the car on, BUT DONT CRANK IT UP, then try to turn it again. it could be that the compressor doesnt have the right amout of oil in it, it could be just plain locked up, or the clutch could be out.

if you have purchased the vehicle new from a dealer and have never had your a/c serviced chances are your compressor is having mechanical issues.if you purchased it used and the a/c system has been serviced, your compressor could be overcharged with refridgerant, going bad,or you could have a partial or complete restriction in your expansion valve.this is the valve that regulates the flow of the refridgerant into your evaporator which is inside of your dash, this is where the cold air comes into and the warm air is removed from your vehicle.unless you have extensive knowledge in refridgeration ,you really should not try to remedy this yourself, you are dealing with potentially high pressure gasses that deplete oxygen, boil off at very low temperatures, and can cause serious injuries.
