The person who does it best is called a surgeon. He is a doctor specialized in surgery. For best results: Go see a plastic surgeon or a urologists (Specialty is the male reproductive organs). :-)

In the Jewish religion, the person who performs the ritual circumcision is called a "moyel" (sometimes spelled "mohel").

Medical circumcisions are performed by doctors of various specialties - on newborns often a pediatrician does the circumcision, and sometimes obstetricians do it. On older boys and men, the operation may be done by a urologist or other surgeon.

A person who performs a circumcision has different names depending on who does it for what reasons.

The person can be a Jewish rabbi, or the Muslim equivalent, if it's done for religious reasons. The person can be an ob/gyn if it's done on an infant, or a pediatrician (or pediatric urologist) if done on children/teens. And on adults, it's generally done by urologists or urology surgeons (or something like that).
