Where can I find a listing of all the free ISP's in my area?

I'm actually asking this for a friend of mine. She lives in kentucky and will be soon loosing her internet, as shes too broke right now to continue paying for it.

This website (at one time) listed only free ISP's, now it lists free and small payment ones.

This site will list most of the ISP in your area.
You can also google or use yahoo search to locate the ISPs in your area.
