1 foot pound = 1.35581795 joules. I have never heard inch-lbs used as a common measurement. Even foot pounds isn't used often these days.
But as can be assumed 1 ft-lb equals 12 inch-lbs.

this is a practical answer and not one derived in mathematics
if you have both torque wrenches...one for foot lbs and one for inch pounds
adjust a couple of experimental nuts to say 30 foot lbs and then use the inch lbs wrench and notice where it "clicks"--this will be your conversion point
also try the experiment using the foot pounds first
Pretty soon you will have a practical answer using YOUR tools

Since there are 12 inches in 1 foot, simply divide 150 by 12, and that will give you the answer in foot-pounds, as well as your answer as to why it is necessary to express specs. in both inch-pounds and foot-pounds. Hope this helps.
