The cut down version of Photoshop would probably do like my Photoshop Elements 2.0, which you can probably acquire for a low price (like on eBay).

With the Photoshop software, layers are used. You can draw a background layer then layers for each other object. Each layer can be edited independently. When required, you can merge all the layers to produce a single image.

if your talking about making anime and comics, then you will need

pencils (various tip sizes)
ink pens (various tip sizes)
paper
scanner to connect to your PC
adobe photoshop (plus an understanding of how to use it)

first you draw the image you want on the paper

then you ink only the lines you want to keep erasing other pencil lines you don't want

then you scan the image onto your computer

then open the image with photoshop program

in there you can add colors , reduce debris on the image, enhance everything, (but you have to know the program)

after that you have a finished digital artwork

if you want a high quality printout you'd need a good printer

Photoshop would probably be the best thing to use. Its made by a company called Adobe. Its not free, but its the best for the job. MS Paint is pretty basic, so if you're serious about it, use photoshop

I think you would do better with a tablet, and they normally comes with a draw/paint program that allows freehand drawings, using a mouse to draw is like wearing a padded jacket while swimming, it can be done, but do you really want to ?
