What is watered down about the bill? It wasn't worth the paper it was written on from the beginning. As to what Bush will do with it, I've given up trying to figure out where he is coming from when it concerns the borders and immigration.

Ask him. I don't think Mr. Bush is concerned about a legacy. I keep reminding him and my other elected officials that we are looking for the government to secure our borders. Immigration reform bills are obfuscation. Contact your elected officials and tell them we want border security and enforcement of our laws.
