We should not generalise but in general, the US Govt. is feeling that science and maths are on a decline in the country and it may impact adversely on the leadership position of US, unless corrective steps are taken.
In a lighter vein and without meaning any offence to any one, when I see some of the questions on maths here, I am inclined to say yes to the first part of your question.
