We should not generalise but in general, the US Govt. is feeling that science and maths are on a decline in the country and it may impact adversely on the leadership position of US, unless corrective steps are taken.
In a lighter vein and without meaning any offence to any one, when I see some of the questions on maths here, I am inclined to say yes to the first part of your question.

some people are good at math, some people aren't good at math, some people are excellent at math, it all varies just like every other country!
