On final fantasy III where on the map is a place I can buy phoenix downs?

Anywhere at all? I really need some. I have access to the whole map so please tell me anywhere

Phoenix downs are not sold anywhere.
If I remember correctly, you can steal them from rust birds in dragon peak. Chance to encounter is low though.

I don't think that you can actually buy them anywhere in the game.

There are quite a few in the chests that you find though, and apparently some of the monsters on Dragons peak may be carrying them, which can then be stolen.
