Merc engines have a small screen where the fuel lines enter the carbs. The screens tend to clog due to contaminants in the fuel tank, & shellac over due to poor fuel. Remove screens & thoroughly clean. Install an inline fuel filter. Inspect the vent cap on the fuel tank to ensure it will allow air to enter. Always keep a spare inline filter in your boat.

It sounds like the high speed jet in the carb is clogged. The carb needs to be taken off the motor and cleaned & rebuilt, this should be done by a certified Mercury dealer.

Hi there
Are you in the water when u try to rev it up? if yes then carb rebuild and or clean time. If no then check to make sure the timer base is advancing as you give it throttle. Actually check timer advance in both cases.

Fuel filter clogged---replace, air vent in gas tank clogged--take the cap off or open partially and try it, dirt in the fuel bowl of the carb---clean out the bowl----sounds fuel related.

Possibly a clogged fuel filter. Or bad gas would also cause it to run rough.
