Be sure you have Direct X 9.0 in your PC. Click Start, then click Run. Type dxdiag, then OK. You should see the Direct X version at the lower part of the pop up screen. If it is lower than 9.0, download and install 9.0c.

Use lower screen resolution and lower game quality settings. Also try to set color quality to 16bit instead of 32bit. Right click on desktop then click properties, the settings. You can adjust resolution and color quality there.

The intel GMA x3000 is a very low end integrated graphics card, it has preformance comparable to laptop integrated cards, it is just not a good card. To run need for speed i would reccomend a card upgrade to an nvidia 7300 or similar ATI card.
