What you've done so far is pretty extensive and I can't add more suggestions other than what I stated below.

I've never had no video problems with any of my computer builds, but I did have an issue where my IWILL KA266R motherboard froze on boot without any posts on screen. I could not find what the problem was so I went out and bought a diagnostic card that output the BIOS post on LEDs to find out where it was hanging at. I can't remember what my problem was, but I did fix it using the diagnostic card. They run for about $20 to $200, and good to have for future builds.

This is the one I bought about 4 years ago from a different vendor, not amazon.com

A very cheap version of a diagnostic card.

There are a lot more to choose from, the prices can go higher than $200 for really extensive testing cards, which is really not what you need.
