(x-a)^2+(y-b)^2=r^2.where(a,b) center,r radius of a circle.
here r=diameter/2=8/2=4
and center(2,-5)
so a= 2,b= -5
hence equation for a circle with center at P(2, -5) and a diameter of 8 units becomes
(x-2)^2+(y+5)^2=16
