you go to court and win an case ,the city is ordered to pay you,they put an appeal in and lose,they keep fighting they have no grounds to keep fighting or appealing but they do.they are ordered to pay penitles, they say the city does not have any money,but everyone knows that they have money put aside for lawsuits. how do you handle this?let the mayor know that the lawyers he has working are just (bsing) or what

Go to court and get a judgment of default against the city and become the owner of the city!

I guess they even have insurance to cover law suits so it may not come from the city but maybe the insurers are insisting on refusing to pay. Insurance companies sometimes fight on in the hope that you die before they have to pay and statistically some people will.
