for a person that has dunked on a couple of people i would know a little bit about dunking. just keeping practicing dunking on lowered rims. when i was first learning how to dunk hardest part was putting the ball in the rim.

Depends on how high your talking. I'm 14 yrs. old and 5''11, and I can dunk on an 8.5 hoop. And I don't do sprints. Sprints wouldn't help you jump higher, they'd just make you faster. If you want to jump higher, try a program called AirAlert, I haven't tried it but I have only heard good things about it. Also try squats.

Keep working at it, you should be dunking by the time you turn 16.

Sorry, but no. A rim is 10 feet off the ground. A girl at that height could not dunk on a rim. If you're very athletic, maybe you could come close to touching the rim, but you wouldn't be able to actually dunk the ball.
