You don't exactly develop Bipolar, but I suppose the argument could be made semantically.

I would say Bipolar Disorder emerges in people who might be genetically predisposed to a mood disorder. Many times the disorder will manifest first as a depressive episode. Often times then, people are given antidepressant medication, which accelerates a shift into a manic episode. Then it's finally determined that the person's mood disorder is Bipolar.

Yes. It may be triggered by some things in the environment. They are called stressors.
Some common triggers of bipolar mood swings include:
Not having a regular sleep schedule
Misusing alcohol or drugs
Stopping your medicine
Starting medicines for depression (in some cases), or other medicines and herbal products
Having thyroid problems and other medical conditions
Some people find that triggers can be things like:
Seasonal changes
Holidays
Illness
Disagreements with family or friends
Problems at work
The death of a loved one
Marriage
Starting college
Starting a new job

Of course you can. Mental illnesses do not operate within the parameters of age. Currently the DSM IV says that to be able to diagnose - the illness must be constantly present for at least 6 months and to certain degrees. Feeling depressed, drained and suicidal could be one end of the pole than on the other is happiness, excitability and feeling almost invincible. The swing can happen in a matter of seconds. The question will be then is it interfering with your daily life? Does it impair your functioning in any way? If so you need to seek out some help and resources, if not you can probably learn to live with it through developing strategies for success.
