Noise is more terrifying without a doubt! I can think in total silence and I am good at entertaining myself. Noise is chaos and as a social worker in a nursing home, I am totally frustrated by hearing my name shouted out a thousand times a day! I would rather hear nothing and entertain myself in my mind!

It depends..
If I was in a silent area, and there was a sudden loud noise - then that would be more terrifying than hearing more silence.
If I was in a noisy area, and there was a sudden silence - then that would be more terrifying than hearing more noise.
But besides that, I guess noise would terrify me the most.
Interesting Question!
