The only way to upgrade is to buy the new hardware for it, you cannot upgrade it with a program or anything of the such.

I assume that you want to upgrade to usb 2
first of all is there anything you have that recquires the greater speed of usb 2
printers , webcams etc do not need such speed
external hard drives and external dvds can
If your motherboard supports it you need sp1 or sp2 for usb 2 support
If your motherboard does not support it with service pack ( microsoft upgrades) then you simply buy a usb2 pci adapter
They fit into the white pci slots
That is all
Unplug the computer before adding them

Most of these cards have 2 slots
some have more
makes no diffierence
Make sure that it usb 2 not 1

Its a hardware thing, software like XP cant upgrade normal USB1 to USB2

If you meant that you have USB2 ports but cant use them, then you need to install Service Pack 1 or 2 to make use of USB2

If your computer is not equipped with USB 2.0 ports - the only way to get them is to install a USB 2.0 PCI slot card. You can purchase them anywhere (not hard to install).
On of the places to purchase:
