they apparently have a corporate services office in Manila. Do a mouseover on Manila on the page linked for contact information.

Your regular BofA checking ATM card will work at any VISA logo ATM worldwide. While a service charge will apply, you may find that the service charge is less than the markup foreign moneychangers charge to exchange your US cash for local currency (or the bank in the international terminal at LAX).

Afaik, none of the BofA partner banks in ATM services [free use] have offices in the Phillipines.
