With a guess I'd say because it's fresh water frozen on top of salt water. Fresh water freezes at a higher temperature than salt water.

Has to deal with the thermal currents that flow from the pacific to Antartica. Plus the ice on top acts as insulation to the water below and protects it from freezing. Also, the deeper you go in the ocean, you find various forms of heat from volcanos and tectonic movement.

im not really sure what you are asking, but is sounds like you are asking why in antarctica is there no water under the ice.

and that is because in antarctica there is land that is not to far below sea level. and because it is so cold the water freezes down to is. and since it is not covered by liquid water it can be declared an actual land mass instead of an ice shelf. and there are places in antarctica where the water flows under the ice. and those are called ice shelves. but that is because there is no land under there.

Ice is less dense than water. Meaning it floats (like cork floats on water because its less dense than the water)
Think of a bucket of water. When that water freezes, the ice takes up more space than the water did.
But its the same weight; the ice is lighter than the water - so the ice floats.

Ice has lesser density-mass per each unit anyways 75% of the ice is under the water....not only that...some ice bergs are on the land mass

its all about temprarture.look a huge part of water needs so much low degree temprature for to convert water into ice.so water on the surface freezes and under water is litte cold only.
