Not always. Maybe they realized the question was inappropriate of maybe they figured out the answer before even finishing the question.

I have someone in my life that does that continuously. I think it is a control issue. He will say just enough.......

For instance... He says you really piss me off........that's it no more, never says what I did to Piss him off......
