Well since you somewhat narrowed the choices, I may have found two good choices for you.
One, you could be Spider-Woman. I mean the first one, Jessica Drew. She has long black hair and she's a known superhero that's back in the comics lately. Here's some background info and a picture.

My second choice is Elektra, the assassin and sometime hero. A character that is seen lately played by Jennifer Garner in Daredevil and in her own movie, Elektra. The comic version of Elektra has black hair. Here's some background info and a possible costume for you.

Mary Marvel was the first female superhero to be the sidekick of a male superhero. She actually isn't well known for that particular distinction, but thanks to her appearances in 'Formerly Known as Justice League' and 'Countdown' she is starting to come into the limelight. She does have dark hair.
Other dark haired heroines have included Huntress (impossible costume, though), Hawkgirl (Kendra Saunders, not Shayera Hol), Isis, Katana (Japanese), Madame Rouge, and Donna Troy.
Other dark haired characters who don't necessarily wear costumes include Death (easy goth costume), Talia, and Scorch (you'll need a lot of red body paint, though).

In addition to the above, there's also Zatanna from Justice League(the one who dressed like a magician) and Raven from Teen Titans(she has black hair in the comic).

Didn't Batwoman have black/brown hair? Or I guess you could dress up like Laura Croft from Tomb-Raider
