I'm from the U.S. Just trying to get some info. The only thing I can think of is the trading between U.S. and nations in Central and South America.

We don't ignore them - we just don't validate them. It is understood that Chavez wants to be the next Castro and fill his role when he dies. Chavez is a dictator and traditionally they don't last long. Castro has been the exception because of the tight grip he has held on his people's freedom of expression , personal freedoms and they are an island nation with minimal export resources. Castro was supported by Russia and that was all that kept him from failing. With the fall of the USSR Cuba's support disappeared and they have fallen upon extreme hardship. Chavez talks a tough game and with his recent closing of an anti-Chavez television station along with suppressing negative newspaper coverage he is trying to duplicate Castro. However, most believe he lacks the staying power of a Castro and he will not have the support and backing of a major communist country.

The only dictator in South and Central America is Fidel Castro. And I don't think the US ignores him.

Durring the Cold War it was because those dictators were typically opposed by communist revolutionaries backed by the Soviet Union.

Today, there's not such a pat answer. It can't very well be business ties, considering there are none to Cuba, for example, and those to Venezuela are rapidly being cut by Chavez.

We don't - it's the UN that won't allow other countries to intervene on the peoples behalf. Besides the US needs to start to address our own problems we have today and solve them before helping others.

also did you know that some of those officials publicly threatened GW Bush and the US.
