Concrete is a mixture of Cement powder and other stuff thats
probably stated on a bag of Concrete at the hardware store.
When water is mixed in ,solid Concrete is formed after it dries. Cement mixed with water forms solid Cement after it
dries. I believe Cement is much more brittle and weaker under stress (ok for patios/basement floors).
Fill in puddle area so its level and a bit crowned with rest of
yard after you resolve the question: will water source/draineage modifying help. Again, good ques. for the harware guys.

cement is the raw material of concrete. Stopping puddling in a yard can be tough. You might try filling in with loads of dirt, or perhaps installing a French drain.

Concrete is a mixture of cement, gravel, sand and water.

Why use cement or concrete for sealing?... use some epoxy sealant. It will look good but it may be expensive, however, concrete (consequently cement) is also not suitable for sealing because it is spoiled with water.

Concrete is a mixture of cement plus sand and gravel. Concrete would be a better choice for a long lasting fix.
