Restricted means that the team that you are on can match any otheroffer you may get from another team and keep you, unrestricted means you are free to go wherever you want.

i believe a restricted free agent is when if another team wants to sign a player the team they're on now can match the offer or get compensation for him via a draft pick

resticted free agents can try to leave but the team can macth the offer. but unrestricted can go where they want
