you can probably put new door seals on it,or door rubber, and this will cut the majority of it out, when the door seals get old on any vehicle you can hear air coming in around them,id try that ,it should stop it from being so loud,my truck was doing this, and i replaced the drivers side seal on it,and it stopped it,it should help yours also, good luck with it,hope this helps.

Wind noise is caused by air getting through the seams in the cabin. These can be in the doors, the mirrors, or the windshield. Check for tears or gaps in the weatherstripping on the doors. Have you had a new windshield put in recently? The installer may not have sealed it fully...
Pretty much the only way to fix it is to replace or reinstall the weatherstripping. Some vehicles it cannot be fixed (my 1993 Chevy Cavalier roared like crazy at highway speeds).

If you really wish to pinpoint the cause, the dealer has an ultrasonic detector. Just turn the blower motor on high, and any leaks will be found by running the detector around the door/window seals. Also dash to engine compartment seals. If the Dodge dealer don't have it, the Ford dealer will.

depends on the cause of the wind noise.
If its from the design of the vehicle... you can add small "spoilers" in strategic locations to alter the airflow and thus kill most of the noise. This may either improve aerodynamics and thus improve gas mileage... or it can disrupt the aerodynamics and GREATLY decrease gas mileage at freeway speeds.
If its from bad door seals or window seals... you replace the seals.
You can also install insulation or possibly rubber sound deadening mats. See a shop that specialize in sound systems for this.

Some wind noise is normal, and Chrysler cars seem to have more than average. If it's really bad I'd replace the weather stripping around the doors.

This can be difficult to pinpoint, obviously, but it has to be the door seal...somewhere. A door adjustment may do it if the seals are in good shape with no gouges or missing pieces. Also check latch systems and be sure they are engaging properly, holding the door all the way closed. Check to see if the hinge pins are worn and allowing the door to sag slightly.

You could replace your weather stripping around the door. Also get more insulation in your door panels and the cabin. A quiter tire would also reduce cabin noise. Maybe more aerodynamic mirrors

I live in Australia and we have a Hyundai which is the "most stolen"/ The reason for that is because it is so easy to start...basically it can be started with small knife or similar. God, even a McDonalds coffee stirrer will start one. Is your Dodge simple to start without the key?

Well first of all have you driven a similar model that didn't have the noise? A Dodge dealer might have suggestions.
