You are seeing Venus. The ISS would be moving and more likely to be seen in the east at sunset than the west.

Venus. If it was the ISS it would be moving. It would appear to be moving about the same speed as a high flying airliner, taking less than 5 minutes to cross the whole sky. I have seen it pass over several times.

If its not moving, then its Venus (its been that bright after sunset since January).
If its moving, its probably the ISS.

ISS moves. Fast enough to see. It's gone in 10 minutes.
Venus is west. Jupiter is east.

I live in California, too and I think what you are seeing is an ISS.

If it's moving faster than the stars (much faster) then it could be the ISS. If it's reddish and moving with the stars, it might be Jupiter.

If it appears to be stationary it probably is Venus.
