I'm looking to puchase a handgun for hobby shooting/self defense in the home.

I was thinking something that uses 9mm bullets, since they are both powerful enough to take down an attacker and common enough that shooting them won't cost an arm and a leg.

Any suggestions. Price range is on the low side (hopefully under $250)

As an avid shooter and also having a CCW for years, I own and have carried numerous pistols. Let me just say that guns are like shoes, each one is going to have different feel to them AND everyone has a favorite.
I started w/a S&W 915 9mm as my primary weapon have a H&K USP .45 and now use a ParaOrdnance CCW .45 for all around personal/home defense/target.
I would personally suggest taking your $250 and using it as a down payment on something that you will be happy with for years (you wont regret it). Most, if not all of your local gun shops should have some type of lay-a-way if you wanted to do this. My personal favorites (besides the ones I own) would be a Sig Sauer. Pricey but every one I have picked up feels very comfortable in the hand but like I said, its all personal preference.
As far as a basic home defense weapon, nothing beats a good ole 12 gauge either.
Just take your time and do your research. Go to your local range, at some you are able to rent handguns that will also give you some insight on what you would like to purchase.
Just remember, this is your purchase and you have to feel comfortable with it. Dont let anyone talk you into "their" favorite gun. Hope this helps.

The only pistol I would pay that little of an amount for is a cap and ball pistol or a .22.

IF you want a cheaper 9 Your looking for a Ruger and that mid $300's to $400's
