if you are asking what the definition of that is...
a picture is painted, words are spoken...if you could make a picture talk, it would say a thousand words...IF the picture is a very well painted one.
if the picture is a very well painted one, people will talk about it, if people talk about it, they will say a thousand words

Or a picture is worth a thousand words. For example imagine trying to describe your room. The size, the colors, the furniture placement. Lights, other objects, posters. That might take a thousand words. Or you could take a picture of your room. Get the idea.

If there ever was a place a person should at least use their spell check it's in this category. I assume you mean "paint".

Creating a picture, or visual image of what you want to communicate can be interpreted so many different ways. It can be more eloquent at times than pages and pages of verbal explanations.
