You know air pressure is released to apply the brakes look for a clogged vent filter at the brake pedal vent valve or something stopping the air from being released. pressure has to come up to move and that red knob emergecy brake just releases all the air all the chambers lever the brake cams turn and shoes hit the drums. Semi tractor trailer brakes are very simple that is why they can stop 75,000 lbs from 70 mph so fast.

Apply brakes amd check to see that the angle between your chamber rod clevise and the slack adjuster is not less than 90 degrees ,,,
make sure your brakes are released before you attempt to adjust them ,,,
also check your cutout pressure on your d2 govenor ,,
60 psi should release your brakes ,, but it should build to 120 to 125 psi before it purges ,,,

you may want to have the brakes adjusted. you will want to turn them until they are snug and back them off 3/4 of a turn. i work for a dump truck business and we had the same problem with a western star truck.

adjust the cam overs check for leaks. Does it hold air pressure or does it leak down?
