I personally would pick Busch Gardens over Kings Dominion any day. Sure, KD has more rides, but the overall atmosphere just plain sucks. BG is clean, the staff are nice, and the rides are awesome, as well as the shows, and the food. But if you want to go to KD, that's on you.

If you're worried about the weather, watch the news for the weather report, then decide what you want to do.
