A kiss can be like a 2 second peck.
It's not like making out.
And this kind of kiss doesn't mean it's romantic, it's just a friendly kiss. A greeting or farewell. Whatever.

Yes and I have before. Unlike what most immature people will say, all kisses are not sexual. If you can kiss you mom and grandma then you can kiss your best friend. It's a sweet way to tell your friends that you love them.

If you did that would be okay if you are a girl and your friend is a boy or the other way around but if you were a boy and kissed a boy that would be bad or if you were a girl and kissed your friend who was a girl that would be bad.

Well, my best friend is my fiancé, so yes.
Otherwise, probably, if it was agreed deal or she knew I was going to do it. I wouldn't just do that to her out of the blue to make things awkward though.
