What are the steps to converting an swf file into something that can be played on a DVD player? Any free programs I can use?

There are bound to be programs that can convert the swf file to another format, such as mpg. You could try searching http://download.com for one.
Then, you need software for burning the mpg file to a DVD, such as Nero -- http://nero.com -- or Easy Media Creator -- http://roxio.com . If your computer came with a DVD burner, or you bought one separately, you may already have software for burning DVD's, already installed installed on your computer or on a CD that came with the DVD burner drive.

All Flash files .swf can be run on a DVD but Adube Flash player should be stored on the DVD as well.
