Open your windows and use fans to create cross breezes. Also, consider installing ceiling fans. Your thermostat may have a "fan" switch, turning it to on will run the furnace fan continuously and circulate air throughout the house.

A whole house fan might work for you. It draws in cool air from outside (like at night) throw lower level windows and sucks out all the hot air thru the attic and thus also cools the attic where so much heat builds up it comes in thru the upper story ceilings. They are far less expensive than an AC.
If you can't do that, then keep the heat out by keeping the drapes drawn during the day and ventilate the house at night. Open lower story windows (like that skanky basement) and upper windows and allow the hot air to escape and cool air filter in. Fans can hurry up the process.
It's why so many older homes had sleeping porches........so people could survive the summers. In cities people would sleep on the roof or fire escapes.

Check your furnace-often the furnace has a feature called "on" or "summer" or other creative words. Basically it runs with out using the heat, it becomes a whole house fan. This really helps get air flowing-especcialy at night with the windows open, it pulls the cool air in. many people who have this feature on thier furnace and don't know it because they never looked, it won't be on your thermostat, you actualy have to go to the furnace and flip a switch or push a button....many people have thier furnace in the gross basement and don't ever look at them. The furnace I have you actualy have to take the door off and look inside, and there is a switch. I have a window air conditioner on during the day and the furnace pulls that in and circulates it and at night I turn the air off and open the windows.
if you don't have a furnace or one with this feature the best thing to do is close up any rooms you are not using and keep windows covered so no light can get through-only open windows on the side of the house with no direct sunlight or after the sun has gone down.

Before I had A/C I used an attic fan and opened the windows. Many nights I would wake up and turn it off as it would get to cool. I also used an evaporative cooler, these work very well if you live in an area with low humidity. Both of these types of cooling are very economical compared to using A/C. Both types require open windows to work and the windows can fixed to open part way and not allow enough room for someone to enter.

We also live in a very old home with a root cellar. We are going to buy an attic fan that they say will really draw out the hot air-you know how your upstairs gets when it is in the 90s. They say they are very efficient and won't increase the electric bill that much. Check with Lowes or Home Depot or similar stores!

By the way, your basement is providing you with very toxic air. Mold IS a prblem and you should put a dehumidifier...
About cooling yourself, walk around with a damp top it's veryyyy refreshing or simply a wet cloth rolled and put around the back of your eck.. it's great!

Once the body aclimates to a current temperature, your body will maintain itself and you will feel comfortable. To get to that point, put an ice cube or pack on your wrists You will cool down within minutes.

Cross drafts and fans help. Also a mist bottle, like an old windew spay bottle full of water helps you cool down your skin.

Use your bath tub like a "Hot Tub" in reverse.
Fill it with cold water. It will suck the temperature right out of your body.

Jump in your swimming pool just before you go to bed. Or you could use cold water in a spray bottle.
