If it is legit. No real agency should EVER charge you money, or insist that you pay them directly to take photos of you. You will need photos and a resume, but they should suggest someone for you to go to. A lot of agencies are scams, they charge you for photos and never contact you again.
If you are in the NYC area, get a copy of "Ross Reports Television" as it is the industry guide that lists the major agencies in NYC that are legit.

Too many of the advertised operations are frauds intent on collecting your money for photos, etc. You should be able to find books of advice in the library and you might go to the Actors Equity website which should have basic advice.
A good talent agency is supposed to make a judgement about you and based on their judgement get you jobs that then make them money as a share of what you make.

Talent Managers, not Talent Agencies, are member of the National Conference of Managers. Talent Managers will work with beginners.
Talent agencies are signatories of the actor Union, SAG, AFTRA and AEA.
If they are NOT run fast as they are not a legitimate talent agency and should not be representing actors.

I actually work at a talent Agency...and as long as you are careful about who you go with...it can definitely help you.
A Manager or Agent can give you a leg up, in that, they have usually be in the industry for longer than you. My boss has been in this business for ten years and she is very well known... so many casting directors call her to ask if she has anyone for roles.
Make sure that whoever you go with is part of the Talent Manager Association. (TMA)
It kinda keeps them in check....

it usually works the other way around. A talent agent isn't going to sign you unless they KNOW you will book for them, which will bring them their money. Work on your skills and get some expierence under your belt, then worry about agents.
