The client-server based internet that we know today was born in 1991, however a graphical interface for the internet was not created until 1993 (a program called mosiac)
Deplhi was the first national company to offer commercial on-line services to its subscribers in 1992.

There was no specific day (or year) that the Internet became available. It has been around since the late 1970's, but in a different form. Originally it was a series of "Bulletin Boards" where people could post message and upload/download files. Not much different from the "blogs" that are suddenly so hot today.
