No, I think "permeable" means it can be penetrated by water, just the opposite.

No, permeable means that water vapor will pass through it. Normally the term is used when something will shed actual water but allow vapor to pass through - like paint or house wrap material. Any material can be permeable to almost anything, the implication being that something will pass through slowly but not quickly. A permeable soil will pass water but may not hold it, for example packed sand in a bag will hold water on top of the sand if it poured in, then the water will disappear into the sand, then it will start dripping out the bottom and the sand will eventually dry out.

permeable means water can flow trow it. there are different levels of permeability as well (sime things lets water through faster) but for you're purposes, yes it means capable of absorbing water.

Not exactly, it means it is capable of letting water cross through it to the other side.

Usually refers to a cell membrane. Water can just move into or out of the cell in response to the gradient.
