how much salt for brackish fish like puffers in a 10 gallon aquarium?

It really depends on the species of puffer. Some, like the figure eight are low-end (not a lot of salt), others like green spotted need almost marine-strength salt. And not many will be appropriate for a 10 gallon tank, although that size might be okay for a dwarf puffer, but these are freshwater.

If you know the species, you can look up the conditions each needs in one of these websites: http://www.thepufferforum.com/forum/ug.php/v/PufferPedia/ ,

if you have a green spotted puffer and you bought it because it looked "cute" return it or buy a tank that is 30g+ this cute little puffer grows 6 inches and about 3-4 inches wide. It gets bored very easily and if very bored gets stressed and dies.
