Seeing as how everyone is going with the obvious answer, I'm going to mention one that no one will probably think of.
The Rocketeer
Disney put out this adaptation of Dave Stevens' character in 1991. Bilson and Demeo were fresh off the TV show the Flash and wrote the screenplay for this.
Billy Campbell, Jennifer Connelly, Paul Sorvino, Terry O'Quinn and Timothy Dalton all starred in this movie.
Very faithful adaptation of the character with a fun story behind it. You can never go wrong with Nazis as villains.

Sin City, by far....
Batman begins was an interesting twist on the character, but it worked well- 2nd place. Then the X-Men, and Spawn. Spider-Man & Daredevil were merely ok.
The Hulk was horrible, a psychodrama that moved at the speed of a glacier, disguised as a comic book movie.
Hollywood takes far too many editorial liberties in adapting comic book characters to the big screen, obviously trying to change things so non-comic book readers will spend their $$$. But in so doing, they kill the very carefully thought-out storylines that made the books work in the first place.
Suspension of disbelief doesn't occur automatically- you have to get things RIGHT, And usually in the comic books (at least the ones popular enough to draw the attention of studios) it's already right.
Peter Parker invented his web shooters, it's not some organic ability- even though changing that gives you a comedic scene in the lunchroom. Superman doesn't use his powers to spy on his married ex-girlfriend. Doctor Doom is not some poor man's Electro. The Phoenix was an alien entity, not a repressed personality disorder.

My vote goes to the very respectfully done Spider-Man (the first one).
I give a standing applause to Batman Begins, and I did actually like Superman Returns, but neither of these actually adapted the story directly from the comics, but instead offered up good conversions into film.
No film ever perfectly captures the comic dead-on however, so you will always have to forgive some liberties.

those made for television video clips from the 80's have been the Lou Ferrigno Hulk meets Daredevil and Thor... that became painful to observe. additionally the Captain usa action picture from the early ninety's... shoot me please! Dolph Lundgrens Punisher suxed massive time. Halle Berrys catwoman, Batman and Robin with nipples, Stallones choose Dredd, Shaqus metallic became unbelievably undesirable!!! the rubbersteel healthful became undesirable!!!

I'd have to go with Sin City or the Road to Perdition... as far as Superheroes, the first X-men and the first Spiderman were pretty true to their sources...they tended to deviate more with each sequel.
