Neither. Both use a local ISP to lease their connection through. Look for a local or regional ISP. If you do have to go dialup go http://www.juno.com or http://www.NetZero.com
both comcast and Cox Cable have lowered their basic service to $18\mo (768Kbps\256Kbps) and BellSouth\AT&T have FastAccess® for $19\mo. (256Kbps\128Kbps)
I have had Cox since '98 and love it.
