I live in a small town, and theres not much to do. Sure there are bars, but im what? 15... Parks arent as much fun, unless your playing a sport, but my friends and i get bored. Theres a Blue harbor, [water park/hotel] But, thats expensive. Im not a big reader, and like i said theres nothing "age related" for us.

Watch the grass grow? No, I'm just kidding.
I just moved to a small town and guess that could be a problem, depending on where you live. I would suggest you get involved helping someone else. There are lots of seniors who could use some help ...why don't you check out what you can do. Everything from walking their pets, helping them paint, etc. ...maybe could put you all in business.
Check out the old movies in the video rental place. Many young people have no idea about the old movies....they are really fun to watch. Have a regular night when you all get together and watch the old classics you've never seen.
Plan some crazy parties.....like a crazy dinner....ever had one? You decorate the room all crazy...upside down pictures,
signs on the walls...detour, go back, stop, etc....enter the party thru a back window....dress crazy, etc. Then you make a menu of all the items in the dinner including fork, knife, spoon, toothpick, water, etc....and give a weird name for each item so no one knows what they are "ordering" for dinner...mix them all up and include each item in the dinner...a pickle, baked potato, chicken , ice cream, etc.....the dinner is ordered in four or five "courses" and delivered as they ordered them.
This gets very fun because you might get a pickle, ice cream, (no spoon), a toothpick, fork and baked potato.....it will take awhile before you get the whole dinner and meanwhile you have to "make do"...borrow, or whatever in order to eat!
To do this, you need some servers...an organized way to "translate" the dinner order before you start serving each course.
There are lots of activities you can plan like this...do one at a time and have all your friends work on getting it ready...which will take you all the week.
I have done this one dinner for 100 people....made
vegetable corsages, napkins from all holidays, boots for the flower arrangements...anything that looks crazy. It is a lot of fun to plan and do.
But there are lots of parties you could plan like a fifties party and dance to the records, a beatles party, a mystery party where everyone comes to "solve the mystery" . You can do it all in one room....or travel from room to room as the "play" continues. Or make up a party...any theme....and plan it together....that will help fill your time. Or give a party for someone else...someone who has just turned 90?.....think about it....there are all kinds of possibilities.

Walk around town until you find someone who needs help. Maybe an elderly person struggling to carry groceries. Maybe an overwhelmed mother with 5 little kids hanging off her legs. Offer to help. Give an hour of your time to someone else. You'll get back much more in return.
Plant a garden. It doesn't have to be huge. Tend it every day. Make it your own. Grow carrots and lettuce and beans and onions and whatever else grows where you live. You'll gain from it.

Why would you even think about bars, even if you were old enough? That's totally for sluts.
I grew up in a town that didn't even have a library. My friends and I rode our bikes 15 miles to the nearest public tennis court, played til late afternoon, then rode home. We were completely ripped by the time school started!

I am from a super-small town with nothing to do. So, we would go to Wal-Mart. lol. That's pretty much all that we could do....besides bowling.

Find a fun board game. Go to McDonalds & ask the manager if it's OK for you to "hang out" there. Of course, you'll buy food & drinks to make it worth their while.

you have to make your own fun. have house parties where everyone brings something. make up themes. Christmas in July, costume parties where costumes have to be from the 60's, Hawaiian luau, etc.
bonfires are always great. you didn't say if you lived near a lake or beach.
