Let your site build up visitors and have things to keep them coming back. If it's a good site you'll build a good user base. Then start advertising on it just try not to annoy your visitors with large ads and pop ups. If you fill your site with ads in the beginning it may put off new visitors.

You could take a class and learn to create a website or find someone who does. You just need to find the right product to sell. Lots of investigating.

come up with a great idea, and get a sponsor, like the one above me said.
a local restaurant review guide pops into mind. I'm sure many local restaurant will even make a deal with you for you to toss a few of their ads around.
So basically ads.
