Typically this involves advertising. You make a site that will draw in users due to its free content. The content on the site shares space with advertisements. The advertisers pay for the traffic they receive on their site that comes from your site. The advertisers charge the users the same amount that the users would pay if they hadn't gotten there through your site.

Let your site build up visitors and have things to keep them coming back. If it's a good site you'll build a good user base. Then start advertising on it just try not to annoy your visitors with large ads and pop ups. If you fill your site with ads in the beginning it may put off new visitors.

You could take a class and learn to create a website or find someone who does. You just need to find the right product to sell. Lots of investigating.

come up with a great idea, and get a sponsor, like the one above me said.
a local restaurant review guide pops into mind. I'm sure many local restaurant will even make a deal with you for you to toss a few of their ads around.
So basically ads.
