Actually experts rate Reagan much higher than Dubya. While you have validly pointed out some things Reagan is responsible for there are some good things too.
Bush has done nothing good.
By the way, according to the CSPAN poll of political experts Reagan is rated 11th over all.

You're delusional. Clearly Lyndon Johnson was the worst president ever. But on to your points:
1) Social services were out of control then, still are now. All entitlement programs should be discontinued
2) That military build up won the Cold War for America
3) He couldn't help it if the dems in Congress wouldn't slash taxes more. They control the purse strings, so that was their fault (though you exaggerated it anyway)
4) He actually fought McCarthy, he didn't fight for him - check the record books
5) His economic policies were a huge boost to the country's economy
6) Your reason for this statement is weak. The protesters were out of line and hurting the state.
7) Neoconservatism was first introduced as a theory by Francis Fukuyama in the mid-90's well after Reagan was out of the spotlight.
8) For all the reasons outlined above might this actually be you and not him?

Both of these people were placed in power by power brokers who control their agenda, control their actions, and for the most part control their responses. The main difference is that Reagan was an actor and was better at following a script. Their position as President was dependent on others and they remained loyal to these power brokers, the country be damned.
Both of them could use the line, "I'm not really the President of the United States, I just play one on TV."

Reagan confronted the soviets around the globe, built our military to a point that the Soviets bankrupted themselves trying to match our progress.
Reagan actually cut federal non-discretionary/non-defense spending -- take some time and read a book occasionally
Most importantly he restored the American people's confidence in government....something Jimmy Carter almost destroyed.

Well, at least Reagan had support from Democrats. He was a fiery and passionate leader, even if I didn't agree with all of his political decisions. He could give a brilliant "speech" while the current one embarrasses us in that department. So give him some credit.
