If you mean on viewing - if the site has been good to you, you can go to View, Text Size, and choose a smaller size. Not all pages will obey this, it depends on the way they designated text size.
In IE7 there is an icon in the lower right that will change the size of the whole page, click in the little arrow to the right of the 100% and choose 75%, etc. (Clicking on the 100% will enlarge then drop back to 100%)
If you are talking about changing text size on a page you are creating, then you have to select all (ctrl-A) and select the new font size on the tool bar or format menu if you are using WYSIWYG. If you are editing HTML directly, then you need to change all the commands where 3 is normal and bigger numbers are bigger and 1, and 2 are smaller.

ughhh... i just found this out a few days ago. i hit like alt or sumthing then used the scroll wheel thing. im not 100% sure that it was alt it was sum odd button and i did it in internet explorer

yeah i just did it and it is ctrl then scroll wheel
