if you can get your work featured on tv, that's much helpful publicity. while your work itself is important, the events and circumstances surrounding it when it comes to publicity also matters. so get lucky.

I'm in the same boat. My art is good but I have no business sense (well, I'm learning but it's a slow process), it's a sad state of affairs.
The guy who said to act locally to begin with is probably right, the best place to start is where you are. Publications are a good way to go, newspapers, magazines. When you have a show, do a write up about it yourself and in third-person (or have someone else do it) and send it to all of the newspapers and whatever other publications are local, be sure to include pictures that will look good in black and white. I did this once (note to self: do it again and again) and was shocked that they actually ran my story... newspapers love not having to do any work (or pay for) for a story. I've never sent anything to a magazine but I should and so should you.
The moral: get it out there where as many people as possible can see it. No-one can discover you if you're hiding.
Oh, and sink some cash into good frames, no-one takes you seriously without them.

1. Be original. Develop your own style. Copycats get nowhere.
2. Be outrageous. "Safe" art is what you see hanging in hotel rooms. Outrageous art is the stuff that makes the front page of the New York Times, and gets highlighted on CNN.
3. Make your work accessible. If people can't understand your work or receive your message, then it will simply get shrugged off as meaningless. Hit them where they live, right in the gut, and your work will become unforgettable.

Just get involved locally. Don't try to jumpstart your way to international fame. Get your name around town, find opportunities to display your work and build up a community based support and just go from there. It isn't like people don't have friends out of town or such. When it comes down to it, you just need to get your name out there. You won't be noticed if you just stay in your studio all day and night on your work, although obviously you'll still spend many hours there. Get your work out there one way or another.
Another possiblity, if you live in the dullest of dull towns, you can post some stuff on the internet. People will fumble onto your work, and perhaps people will get interested.
Of course, to create truely great and noticable art, you should not focus on getting noticed as much as expressing yourself and creating something that you are personally proud of.

the best way to get noticed as an artist is to avertise your artwork any time you get a chance to. everywhere you go always take a some of your sketches because you never know who needs and artist. Another idea is to give it out to people (NETWORK!!!!!!)

Promote yourself constantly, meet other local artists and art collectors, local gallery owners.... paint in public. Set up an easel in public somewhere and just start doing your thing..
not naked like some of the other people suggested, unless you like being on the inside of a jail cell.

Well if you are talking about a good artist - talent plus exhibiting your work as widely as possible - or just an artist, create something outrageous (i.e. unmade bed) and get to know the right people.

Nowadays, there's tons of places to get notice. Depending on what type of art you're creating, you can post your work on various art forums and on-line galleries. If there's galleries located in your city, find out what their submission policies are, look into local art groups, societies and communities.

I think the best way is to hold exhibitions,a friend of mine does,she will hire a hall somewhere for the day and display her artwork.Another good way of course is to have your own website.
