I don't see much of a problem with the validity of Wikipedia articles. They do a good job in keeping it clean and for the most part it's somewhat reliable.

In terms of your question, Wikipedia is free and you can make your own articles. You just can't make articles on yourself, your friends or your websites. If you want to make a site about your town or something else, go ahead.

Note that you can edit other people's articles and they can edit yours.

yes you can make your own articles, although it is a little hard, and it is completely free, no restrictions anywhere on the site at all- to answer your question in a few words

Wikipedia is a great tool, but I wouldn't rely on it for bone-cold facts. It's great if you're looking at where Luke Skywalker finally settled at, but other information is questionable.

You can, as long as it's universal, as in something at least the one country finds useful. Something like a local restaurant, store, or anything only a smaller audience would know isn't valid.

Yes, it is free...you just can't put things like bias, graffiti and spam (obviously), and reliable facts.
