Do you think that a certain % of the American government (any dept all dept any/all branchs ) have an element in them that leans twords a facist state or a police state or anything radical like this ?

No. In fact I think the right wing as you describe them value liberty more than others.
That's why after 9/11 all they pushed for was the Patriot Act and going after the terrorists.
If they were as you describe, 9/11 would have been more than enough justification to go much further.

I don't think there is any right wing in America.
The government and the two parties are entirely radical left.
Real conservative citizens are without representation.
Everything in this country is hard left.

Yes. The so-called reconstructionists like Sam Brownback want to dismantle the US constitution and replace it with one based on Christian dogma and turn America into a theocratic police state.

In answer to Trout's question, I think there is danger of that. But, lately I seem to be feeling the beginnings of a shift. I can't really explain it, but if my feeling is right, then it is a really good thing. *sm*
