cc doesn't determine speed.
The Horse Power output of the engine, weight of the vehicle and gear ratio of the drive train does.

if everything else on the bike is the same, you won't know the difference between a 47cc and a 49cc engine. If a 47cc bike is faster than a 49cc bike, it could be the smaller engine has mods like an aftermarket exhaust, rejetted carb, free flow air filter, different sprocket, lighter weight.
It also could be the rider of the 47cc bike is a better rider than the 49cc.

sorry but your question leaves a lot to be desired. like what engines, what vehicles, hell what type of engine??? 4 stroke , 2stroke , rotary, steam engine?? generally a 47cc 2 stroke will have lots more power than a 49cc four stroke, so maybe thats the discrepancy you are looking for.
